Council of Black Administrators (COBA)
2022-2023 Scholarship Application
The history of the Council of Black Administrators (COBA) goes back to the early sixties. From 1961 to 1968, a handful of black administrators met monthly to encourage and stimulate their professional growth. In 1967, another group of black administrators was formed to combat a prevailing feeling of isolation and to foster mutual support. But it was not until the summer of 1968 that COBA was formally organized to heighten the sensitivity and responsiveness of black administrators to the black community in matters of education.
Today, the overwhelming majority of black administrators in the Los Angeles Unified School District (LAUSD) have joined forces as viable members of COBA.
COBA prides itself in the leadership role of its members in the community, in their dedication to quality education for all children, and in their commitment to educational leadership.
Looking ahead, the members of COBA remain keenly mindful of their responsibility for continued service to the black community, to all children, and the educational profession.
OBJECTIVES
- To communicate the educational needs of the black community to the decision makers.
- To work toward the building of a strong school system which is dedicated to the maximum development of the potentials of all children.
- To work toward the development of an integrated system at all levels.
- To interpret the participation of black administrators at all levels of decision making.
- To assist in the identification, encouragement, and preparation of capable black educators for promotions.
- To serve as a resource to increase the effectiveness of all school personnel who work with black children.

Scholarship Honoring the Memory of Rae Mitchell TBA
Rae Mitchell died at age 90 years in 2011. She was an active member of the community, volunteering at the Saban Free Clinic, as a docent at Franklin Canyon leading kids on nature hikes, and on various committees in West Hollywood. She had a lifelong love of science and nature, and a lifelong commitment to education. She completed college during the 1930s, in an era when few women went on to higher education. She went on to become a clinical laboratory technician for many years. She encouraged her daughters to go further with their education. Both are Fairfax graduates. Wendy Mitchell, Fairfax class of 1965, went on to medical school and is a pediatric neurologist in Los Angeles at Children’s Hospital Los Angeles, and Barbara Mitchell, Fairfax class of 1968, is a social worker, executive director of Interim, an agency providing housing and services for chronically mentally ill in Monterey. Unfortunately, neither of them are able to attend to award this scholarship.
Barbara and Wendy wanted to honor their mother’s memory by establishing a scholarship in her honor to encourage a young woman graduating from Fairfax High School to pursue her education in sciences, medicine, or mental health professions. They hope this gift will provide a little extra encouragement to one young woman who is destined to go far.
Selection: The science department at Fairfax High will select one young woman planning on going to a 4-year college or university, pursuing a career in Science, Medicine, or Mental Health. This interest card information is for the department to be aware of who may be interested in being considered as a candidate.
